Summary of the proposed Action : (a) The need, or the constraint to alleviate
Several issues militate against the development of the Book industry in the country as a result of lack of a national book policy. For example, there is the need for a procurement policy with bias towards local publishers for the development of the local industry. Tax policy for the industry is also needed urgently as imported books are exempt from VAT under the international convention while inputs for local book production are not, leading to an unfair advantage in favor of imported books and thus, destroying the local book industry.

The establishment of a national book policy will alleviate the identified constraint.

(c) The implementation plan to achieve the solution your Action
The following action will be undertaken:

  • Formation of an Advisory Committee of Expert
  • A Diagnostic Study of the Ghana Book Industry
  • Organization of a national workshop on book policy for all stakeholders for the presentation of diagnostic study report which will include challenges, constraints and policy options for the book industry
  • Policy dialogue between the Advisory Committee and government - Ghana Education Service and the Ghana Book Development Council, towards the development of a national book policy bill to parliament
  • (d) The expected impact(s) of the advocacy Action (i.e. the effects of the result(s) achieved by your Action).
    The promulgation of a national book policy will have the following impact:
  • Assist and promote measures for the book sector
  • Encourage the development of a dense and varied network of outlets and access points with a wide choice of quality books
  • Guarantee transparency in the awarding of public publishing contracts and subsidies
  • Eliminate or reduce VAT rate for inputs to local book production
  • Grantee Location point by sector
